Abstract
Lack of or limited access to research data is one of the major challenges facing the academic researchers in Kenyan institutions of higher learning, as well as its research institutes. This leads to duplication of research, less opportunities for networking, and also contributes to scientific fraud. Efforts need to be made in order to make academic research data available and easy to retrieve. This research work proposes to develop a multi-level text clustering algorithm which will be applied to retrieve academic research data stored in a central repository through a web based interface. The expected result of this research work is a multi-level text clustering algorithm suitable for application in clustering and retrieving academic research data. This algorithm should be able to cluster SQL data records at the first level, and then retrieve and cluster text documents at the second level. The expected impact of the achievement of this expected result lies in the contribution it is expected to make in the body of knowledge in the field of text clustering algorithms. This is because the developed multi-level text clustering algorithm would be released to the public domain for use in other similar application domains, as well as act as a stepping stone for other researchers who would like to do more work and improve the algorithm further. The impact of applying the text clustering algorithm in the retrieval of academic research data would be that researchers would be able to retrieve the most relevant research data.
